July 28 - 31, 2008 15th Annual Education Law Conference University of Southern Maine Portland, Maine Sponsored by University of Maine School of Law, University of Southern Maine, and Pacific McGeorge School of Law For 14 years, the Education Law Conference has presented an important and cogent program on education law and policy for a unique audience of attorneys, educators, policy makers, parents, and child advocates. The MLCE Director, Pam Anderson, will be co-presenting two workshops at the Education Law Conference: Monday afternoon workshop MPM06 -TEACHING DEMOCRACY & CITIZENSHIP Pamela Anderson, Esq., Director, Maine Law & Civics Education, University of Maine School of Law, Portland, ME, Moderator Glenn Nerbak, Maine Department of Education, Augusta, ME We the People: Project Citizenis a curricular program for middle, secondary, and post-secondary students, youth organizations, and adult groups that promotes competent and responsible participation in local and state government. The program helps participants learn how to monitor and influence public policy. In the process, they develop support for democratic values and principles, tolerance, and feelings of political efficacy. Participants develop a portfolio of their work and present their project in a public hearing showcase before a panel of civic-minded community members. The Project Citizen program is administered with the assistance of a national network of state and congressional district coordinators in every state and is conducted with the assistance of the National Conference of State Legislatures. This panel presents an interactive example of the program and offers advice on implementation and replication.
Wednesday afternoon workshop WPM06 − BEYOND ZERO TOLERANCE: RESTORATIVE JUSTICE MODEL Pamela Anderson, Esq., Director, Maine Law & Civics Education, University of Maine School Law, Portland, ME Margaret Micolichek, Director, Restorative Justice Project of the Midcoast (Maine) What if, instead of excluding misbehaving students, schools held them accountable and gave them support for correcting their behavior within the school community? Restorative rather than punitive approaches deal more effectively with student misbehavior by encouraging students to take responsibility for their actions and to “make things right” with those they have harmed. Presenters will discuss the restorative justice movement in schools using case examples and outcomes.

September 20, 2008 Restorative Discipline Workshop University of Maine at Augusta Sponsored by Maine Law & Civics Education and Peace Studies, Univ. of Maine This session will explore the Circle process and how it can be used for community-building, problem solving, classroom misbehavior, and more serious infractions. This workshop will take place at the University of Maine in Augusta, and will run from 9:30 a.m. to 3:30 p.m. There will be a $40 charge for the workshop, to cover the space, snacks, materials, and other expenses. Lunch will be on your own. At this time, we will take “reservations” for those who would like to attend, and we will confirm the reservations and request payment on June 1. Participation in this workshop will be limited to 50 people. The goal of this 5-day training institute is to prepare participants to coordinate a comprehensive, research-based bullying prevention program in their schools. Participants will learn the dynamics of bullying behavior and the systems needed to respond effectively to reduce its frequency. The institute trainers will disseminate research-based bullying prevention strategies, discuss how to develop and implement a comprehensive program, and include action planning on how best to utilize the information in each school. Participants will learn how to create and maintain effective work teams for bullying prevention. They will also practice their presentation skills so they can present appropriate staff development programs in their schools. Persons from youth development organizations working in schools are also encouraged to attend. Check back this summer/fall for more information and institute registration!
